I dunno how the British laws play out, but it isn't because it WASN'T explicit sexual activity.

Well, considering that the intent of the picture is probably to get a sexual response...that's how it is different. I agree it is muddy though.
Kinda hard to compare that with a literal flash in a movie where you would have to go frame by frame to really look at them.

I believe the age of consent in the U.K. is 16 which is what it should be in all countries. If a heterosexual male doesn't find ANY 16 or 17 year old females attractive, they are lying to themselves. And girls that age know what they're getting into when they agree to have sex. Now girls who are 14/15, that's getting into pedo territory.
