Used an angle grinder with a cutoff wheel to cut a rough hole in the top. Then I made radial cuts outwards every inch or so around the hole to the diameter I wanted. Took some vice grips and bent each of the flaps up and down a couple of times until they snapped off. From there it was just a matter of cleaning up any jagged edges with the grinding wheel and then smoothing it out with a flap disc.
