Texas, Georgia, LSU, USC, Florida would all be at the top. I'd put OSU and even like Auburn/Alabama (have to think they'd cannibalize each other) in a second tier.

Wouldn't UF, FSU, and Miami cannibalize each other as well?

yeah but these 2, and other teams like them, would be hurt by not being able to cherry pick high profile recruits out of nearby states.
No more Jamarcus, no more Stafford, no more Terrance Tolliver, no more Moreno.
It would be Texas, USC, or one of the Florida schools IMO
