The real answer to this is extremely simple.
Most of the best recruits are the last to commit often waiting until NSD, and if you fill up before then, you'll never get the best since they wait until NSD.
Conversely, if you leave spots open for the best to commit on NSD, then they dont commit to you, youre left holding available schollys.
You got to try to balance it...
