I hunted with a friend who has a ranch along the border and has been dealing with "illegals" crossing the border through his property and were breaking into his camp while he was out of town and were raping some of the women in the town. This led he and his father to take matters into their own hands. They spoke with local law enforcement to cover their arse and were told if they followed the following instructions then law enforcement/border patrol would not ask any questions: 1) They must first ask them to leave their property. 2) If they do not retreat, they could then shoot them. 3) However the shot(s) must be lethal. 4) They must then toss them into the river or back across the border so that the bodies are not found on his property.

Personally I have no problem with "illegals" wanting to come over to America to perform legitimate work and become productive members of society. Unfortunately, 95% of the "illegals" who were caught coming through their property were loaded down with illegal drugs and other paraphernalia.

extremely skeptical of this

No way any law enforcement would be dumb enough to say this.
