Nobody called ArKansas a low-tier program. ArKansas just has a very rural and small population which makes it hard to recruit. If you can get kids from North La and East Texas, then the program does ok. If not, you get that great talent like McFadden, M. Jones, Felix Jones, M. Mustain that comes out of ArKansas every few years, but it's hard to build a "talent laden" team. Petrino is a great college offensive coach and they will score a ton of points on offense as long as he's there.

That being said, I'd think that Raleigh, N.C. is a better location than Fayetville and the population is better. However, it's basketball and baseball country and in the ACC. It's a lateral move IMO.

there's more to a program than the surrounding recruiting base. calling Arkansas a lateral move from UNC or NC St. is pretty insulting. I might as well say UCF is a lateral move from LSU considering all the talent in Florida.

that said, Petrino has broadened recruiting quite a bit. He's hitting Texas and Missouri harder than Nutt ever did, and I think we have more Arizona players committed than even Az St. If the good players aren't in Ark, he'll get them elsewhere.

Lou Holtz left NC State for Ark? However, it is hard to compete for program money when basketball is king.

Most ACC football facilities a mediocre at best compared to SEC.
