I have a question also about rules,
Why when most fighters have worked for a good top position, do they not allow knees or kicks to the head?
The only reason I ask is therebhave been a couple of fights that have stoppages because of a minor brush to the face with a knee or kick (Kongo and Beuntelo)
i feel that if you have gained the dominant position and you leave yourself wide open to it then so be it. I feel the same with the back of the head. There should be a time limit or something to leaving the back of head exposed.

The sport had to adopt unified rules in the states to get sanctioned in all the different states again after the no holds bar way it was billed before that boxing fan John McCain got the sport banned throughout the U.S. The athletic commissions in every state are made up of boxing commission guys who, like yourself hate MMA, so the UFC went way out of their way to make rules that made the sport much more tame. Thus no soccer kicks to the head of a downed opponent or knees even though they are allowed in Japan and probably should be here. Only recently has the UFC gotten sanctioned in many big states and some like NY still wont sanction it yet.
