but why was the Deepwater Horizon exempt from environmental impact review?

And it was registered under the flag of the Marshall Islands, and there are different standards.

Wow, didn't realize that. Smart move by BP to get around seemingly more stringent regulations here in the U.S. Not that it matters though because I can be pretty certain it would have been approved/exempted anyway on the U.S. side once hundreds of thousands of dollars made it into the hands of the federal regulators.

most rigs are registered from Marshal Islands or Panama or some obscure place for tax reasons more so than safety standards.
