16 Team Conferences and Out of Conference play

If there is effectively a 16 team conference, how would that allow for out of conference play? Would they only play schools in the conference?

Would think so would eliminate playing the Mcnese and MTSU of the world

You play the 7 on your side of the conference.
play your 1 permanent from the other side.
play 2 on a rotating basis from the other side.
2 out of conf. games.
Possibly go down to 1 rotating team from the other side if they want to keep 3 ooc games.

That would be a huge blow to all the small schools out there not receiving those pay days any longer.
