Did I hear this right from a witness?

I just caught the end but this guy I guess was testifying before Congress ... thought I heard him say something about "if I had" or "if I could have" turned something off the explosion might not have happened. Middle age guy ... kinda big ... does that ring a bell?

He was one of the maintenance supv's i think. He rolled BP under the bus big time. Forgot what exactly he said.
