Why the hell are they airing footage from a cell phone video camera?

Very crappy footage.
You watch a show like blue sea or national geographic and the deep sea video is HD.

Do they not want us seeing the oil coming from the riser in HD?

You do realize that the main purpose of an ROV in NOT high res video. I'm really not faulting BP for not hiring a HD video crew to film this.

The standard configuration for ROV's are SD camera's. The problem is cost/availability of the subsea HD camera's, and transmitting the video to the surface(via fiber optics in their umbilical). You also have a problem in just trying to get quality SD video streaming over the satellite links. HD video streaming is massive and would cause serious problems over the satellite links.

I'm not sure what video feed you watched; but, the video coming from the ROV's is very good on average. HD wouldn't provide the pilot or interested parties with too much more information.
