Coast Guard Captain slams industry

i would point out that through inter-agency reciprocity, MMS inspectors have the authority to enforce USCG regulations and have done this.
also, there are almost no American flagged vessels left in the US merchant shipping fleet, w/ pretty much everyone adopting the flag of convenience concept.
BOP stacks are built under the auspices of API -- along w/ pretty much everything else in the industry. the minimum bop stack requirements for a given well, along w/ the test pressure calculations, are governed by the MMS.

The USCG Captain fails to realize that a BOP stack built under API approved practices and installed under API approved practices WILL NOT pass the MMS 14 day pressure tests and 7 day function tests.

The USCG captain also neglected to mention the fact the USCG did not have the proper equipment to deal with the spill on hand as required by their own spill response plan. The plan has only been in effect since 1994 so I guess there wasn't time to purchase the equipment.

Exactly, no one (in any arm of authority/govt) is clean / clear of some % of blame in this. IMO

i'm not sure what you're getting at there Federal but what i was attempting to say is that there's a huge amount of effort on the part of API and MMS to make sure BOP stacks are designed, built, operated, and tested appropriately.

Oilfiled - couldn't agree more. Yet, the media plays into this idea that the MMS just let's oil companies do as they want with uncertified equipment.
