I don't know how it works in GIMP, but in Photoshop, I duplicate the layer of what I want reflected... Flip the layer vertically and Free Transform the layer to match the size distortion/angle.... On dark water, reduce the layer opacity to about 70% (or whatever makes it jive with other reflected objects) and reduce the Color Saturation a bit to fine tune it... Finally I use an "Ocean Ripple" filter to create the surface effect.
