That's piss poor paraphrasing.

You can strengthen more than a muscle group or two at a time without excluding you base and core muscles.

Also, If I want to run through you or tackle you, my legs back and stomach need to be strong. Chest would be way down the list.

If you really wanted to evaluate overall strength, I'd throw in max reps of things like cleans
