Is Scout handing out too many 5 *s?

A recruit having 5*s usually means that he is going to be a consistent major impact player and there is a high probability that he could do that in the very first year and mainly that that he could do so at any school and not just at mid-majors or schools that don't have stars.
Are there truly 50 game changers ( as scout suggests)?
In fact I find that 15 or so would be more representative and that even the 26 that rivals projects seem to be a bit high.

50 is just their standard. I rather Rivals' approach.

Does rivals increase or decrease the number of five stars or is there a minimum of at least x number every year?
I compare it to the competitors in the 100m - there are probably 10 in the world who can run within a certain time and compete on any given day ( don't include Bolt

This contributes nothing to this discussion!
The question was not about whether we should recruit based on five stars, it was whether the folks who do the rankings give it based on a certain number per each level and fill it based on an absolute scale or do they set a certain standard and only include those players (how many ever that might be) who fall in that category.

Lumped together, yeah. But then again they are given a ranking, i.e. 1 through 25. They just call those 5*'s is all.
