I personally think this is a terrible strategy because you stand the chance of telling you to go with the other offer.
You should probably try to stress how much you want to work for them and go over the qualifications and strengths you would bring to their organization and tell them what you believe that is worth.

You can't just counter-offer. You need your backup. Tell them why you're worth more. If they give you more, great. If not, you have to decide if you can find more elsewhere. Oh and do NOT lie. The company will either tell you to take the other offer, or worse, they will check with the company that you said would give you more. If they find out you lied, they might make it hard for you to find a good job elsewhere.
