To answer that question, you must answer one: What does "best" mean? Most successful? most talented? best known? College? pro? both?
If one measures by success, no player from LA has ever been more successful than Terry Bradshaw.
Talented? Difficult, but I'll go with Tommy Casanova. He could have been an AA playing on either offense or defense.
Knowing the game: Drew Brees.
Dumbest: Cecil Collins.

Another to consider although playing at a smaller level is Gary Reasons. He was the first player to be named three times to the Division I-AA All-America team and in 1996 he was inducted into the College Football Hall of Fame.

If he continues to have the success he's been having, and the Saints D-fense can improve, who knows what that team could achieve. A deep play-off run for the Saints would make this argument a sealed deal. Brees is simply an oustanding quarterback.

Tommy Casanova was the best football player ever to grace the state of Louisiana...hands down.

I have no faith in this happening.

I agree. Followed by Cannon and Bradshaw if you mean college. Professional-Bradshow.

Russell Erxleben, P New Orleans Saints

He shares the record for the longest field goal in NCAA history, originally set in 1977 while playing for the University of Texas. Erxleben was a three-time All-America punter (1976, 1977, and 1978). He was convicted of securities fraud in 1999, and was released from federal prison in 2005.

Doc Fenton.
Side note: if not for plentiful nickel beer, he would not have come to LSU.
