Which other Presidents got congressional approval to make changes?

Judge will get pummeled unless Judge is setting a precedent and requiring elected officials to make decisions instead of un-elected bureaucrats.
"The National Capital Planning Commission was established by Congress in 1924 under the National Capital Planning Act (Public Law 68-260), which authorized the creation of the commission to oversee the planning and development of the National Capital. This act was signed into law by President Calvin Coolidge on April 17, 1924. The commission was designed to ensure that the growth and development of the nation's capital were coordinated and harmonious, reflecting the unique role of Washington, D.C., as the seat of the federal government."
