Iran says Hormuz remains open, except to those “fighting Iran,” and insists it targets only U.S. bases and assets, not Gulf states. Araghchi also warned Iran is prepared for a ground confrontation if enemies miscalculate.

Is this a matter of different factions thinking they are in control when there is no consensus over who now controls Iran?
