Give the millions to Highschool kids and not transfer players

Jay said he likes to develop kids right out of high school.. By doing this, you will have more leaders on the team.. we spent all the money on the transfer players. Why can't we give the millions to the high school players?Then, they wouldn't go to the major leagues?

What was the name of that kid from jackson mississippi 2 years ago? He is currently on the pittsburgh pirates roster.

We have some really good players we signed out of high school playing pretty good for other teams this year. You gotta keep em and that seems extremely difficult.
