Mexico has over 50 consulates in the US, for just that reason, to keep the ties with home and the money flowing.
I had some Puerto Rican neighbors in Mandeville, the guy was VP for Pan American life, living the American dream. The wife was complaining about her daughter making all As except Spanish which she was flunking.
She said Trini when we came to America, we NEVER spoke spanish around our kids, we wanted them to be Americans.....I guess we did a good job
Fantastic folks, last time I went back I visited them and Felix had on an Auburn Sweatshirt. I said Felix you dont know anything about Football whats up.
He said during Katrina we packed up and headed north, the first place we could find a hotel was Auburn. We kept calling back and they said dont come not enough gas stations open to make it, etc. The manager knocked on the door.
He said Felix you dont know this but Saturday is a home football game for Auburn and the hotel has been booked for months. So I got on the phone and started to call people and asked if they would give up the reservation and explained your situation. The first person I called gave up his room and he sent you this.....and handed Felix a FedEx envelope.
Felix said I opened the envelope and there was a note "you have my room, you might as well have my tickets.....Enjoy the game and War Eagle!

So, they are handing out citizen credentials to people born on U.S. soil from Mexican and Guatemalan citizens, thus proving that these people are subject to the jurisdiction of a foreign nation.
