For example, Minnesota.

Local and state authorities do not tell the federal govt when an illegal has been charged/arrested. They are released on bail or kept in the jail to be released later.

After they are released, how does the federal govt know about them? Doesn’t that require them to ask the state for the info? Yet somehow ICE knows about these folks.

Is there a separate database?

For example, if an illegal in Louisiana is arrested and jailed for a crime, authorities promptly call ICE to come pick him up,

If an illegal in NYC is arrested and then released, authorities do not tell ice. Yet ICE/feds somehow know about it anyway, which is how they are able to apprehend the illegal at his home/work/etc.

My question: in the absence of information provided by state, where are the Feds getting the info about the illegals in nyc,LA, etc?

You are asking how a country that can find terrorists in the middle of the desert in caves can find people on their own soil where there are cameras and facial recognition software everywhere?

Most sheriffs’ offices maintain a public database of who is booked into jail. You can look at most parishes in Louisiana right now and see who is in jail. And that’s just the public-facing database. I’m sure law enforcement has something much more extensive to track warrants across different jurisdictions.

ETA: In your Louisiana example, ICE will put a detainer on the inmate and the sheriff will honor it. In sanctuary cities, they will not, but ICE still has the public database and the national law enforcement databases from which to mine data. Just have an agent outside the door of wherever they’re released from.

It is my understanding that sanctuary jurisdictions do not allow feds access to the databases
