Meter for what? Are you saying the generator works, but there are no readings on this mystery meter?

There are typically multiple meters on any type of electrical equipment, and since it's electrical, a multimeter will likely be helpful to troubleshooting the problem. Maybe there's a short, maybe something is grounded that shouldn't be, maybe there is an open circuit that should be closed.
