It was my understanding the Governor of Basra was supposed to be the favorite. Maybe that was for PM.

That’s nonsense. Trump is trying to get them to exercise their democratic choice in a productive way. You are implying that if Iraq elects someone who will take them in a direction we think is ill advised, then we still have to give them money or else we don’t care about democracy. That’s silly.
This is similar to when someone gets criticized for what they say and then others claim the critics are against free speech. More nonsense. “Free speech” does not mean you won’t be criticized for the content of your speech, and “democracy” does not mean you won’t face consequences for your choices.
