They will keep protesting as long as they are paid to and face no consequences. If enough are arrested without being immediately released to break down their command and control infrastructure (signal), the protests will evaporate.

There must be a presidential address with someone other than Trump outlining step by step why they have been arrested. This is an information operation just as much as a physical one.
