Does the 10th Amendment actually apply?

At first glance the application of the 10th to prohibit federal law enforcement- also interstate commerce seems wrong.

Can't make the state assist.

But they cannot actively impede or interfere either (see George Wallace and Ross Barnett)

So if Kentucky passed a law banning FBI and ATF agents from gun shows would that judge have ruled the same way???
