why was goldfrapp snubbed for james bond movies?

seemed like the perfect intersection of an extremely popular Brit singer at the top of her game and her style of music which seemed designed for a Bond opening. never could figure that one out.
around the time she was peaking in popularity, they went with:
1997 - sheryl crow (tomorrow never dies)
1999 - garbage (world is not enough) -- ok that one was perfect
2002 - fricking over-the-hill madonna (die another day)
2006 - chris cornell (casino royale)
2008 - jack white (quantum of shite)
seems like goldfrapp would have been a better choice in there instead of past-her-prime madonna; the song below literally came out in 2000.
