Since when can you challenge a non-penalty?

When they pick the flag up there is no penalty.

How is this any different than challenging a play with no holding call?

Because the NFL just makes shite up as they go along.

Similar to how they determine what is or isn’t a completed catch every week.

You can challenge any play. WTF are you talking about? You can challenge any spot, or in bounds, or catch? Has nothing to do with a penalty.

You can challenge whether an intended lateral is a forward pass.
