since all flood policy renewals are on hold due to shutdown

FEMA covered everybody following the 2005 season regardless of coverage.

My neighbors a few doors down didn’t even have wind and wind blown rain in their homeowners coverage, and their house was restored before mine.

Claims would still be processed. Anyone renewing probably does so without a lapse in coverage dates. If you wait until your coverage expires to renew, that’s a risk you take.

Who renews in Hurricane season.
Now people buying a new home that is another story
I would assume a private policy can be purchased and built into the cost
