Rule needs to be changed to a targeting 1 or Targeting 2 like a flagrant foul or you need two for a suspension.

Targeting booth reviews when there is no flag on the play need to be eliminated.
If we're going to review plays for missed targeting calls, why can't we also review for missed facemasks, missed pass interferences, etc.?

I don't want games getting bogged down with reviews and would rather them not booth review for any penalties that were not flagged.
Part of football is getting some things over on the refs.
It just doesn't make sense to me that only targeting gets to be booth reviewed.
If the hit isn't bad enough to get a flag on the play, it more than likely doesn't rise to the level of targeting.
Run of the mill helmet to helmet hits should not be classified as targeting and getting players ejected/suspended.
