Sign stealing is a bunch of BS, it’s a part of the game, what isn’t ok is filming practice or anything.
But any movement on the sidelines, any indicator of what will happen next should be free game, and how things work. If you decide to hiring analytics to study signs on sideline to correlate with what’s happening in the field that should be allowed and is apart of the scheme and game.
The offense and defenses better start switching it up if they are worried about sign stealing.

Not enough. Money doesn't really matter to a program that big, it will hurt, but it will be paid. The no bowl and changing the record of past wins would've stung a lot more.
