Should be a ball or strike depending on what the umpire would have called. Warning first at the least. An out on obvious ball 4 is insane.
He definitely didn’t extend the elbow over the plate which should be what you are keeping from happening

On the top down view his elbow was continuously moving away from home plate.
And it was in the batters box.

Yes, if moving into the strike zone I can understand. He was moving out towards the batter’s box.
