Daniels came up in the Eastern in a drug unit. The show gave multiple hints he was part of stealing seized cash and that the FBI had a file on him they likely gave to Burrel. He did come into a lot of unexplained cash at the time. I always had the feeling that he would be exonerated and was actually some kind of mole at the time.
Flipping out on Herc and Carver when money went missing could be viewed several ways:
He knew lost money would dredge up old rumors
He was really straight the whole time
He didn't want to see Herc and Carver end up lole him with Damocles sword handing over their head for the rest of their career
