He is doing this because he is guilty of all kinds of corruption, and he wants the "public perception" that Trump is targeting him for political revenge. It's a losing strategy because a majority of Americans know he is dirty, but it's really the only play he has.

Turtle may be voting against the nominees, but he will still vote conservative on legislation. Let's ride him out until the end of his term. He either doesn't run for reelection or he gets primaried out.
No need to have another liberal Senator to have to fight with.
