Wrong. They can audit towns, cities, colleges, state agencies, etc.

If its an investigative audit. They are very good at uncovering theft, mismanagement of funds, illegal activity, etc.

No. They may have a list of approved licensed cpa firms to conduct standard yearly audits that are then submitted to the state auditor. If they cant complete the audit due to missing monies, documents, or other issues then that cpa firm notifies the state auditor's office. That triggers an investigative audit. They come in and look over everything and go back a number of years looking for issues of wrongdoing/patterns of abuse.

Right but what he really means is a forensic audit. Totally different and is expensive.
