Mixed bag. Some of those are retirement funds.

Investors and millions of US pensions/retirement accounts, right? Plus at least 1/3 is foreign governments

Take the 8% owed to China, write them an invoice for COVID for that amount, and wipe that debt off completely. Then quit spending so damn much
