Yes it's generally safe. I was there for three weeks this past February, visiting several different places. I rented a car with some friends this time. Which I definitely will never do again but that's another story. I've been to Jamaica 15 times and I've never stayed at a resort. Just don't go to Trenchtown and whatever neighborhoods are listed in the travel advisory that no tourist would find themself in anyway. Just like you wouldn't wander around the Lower 9th or Cabrini Green or downtown LA in the middle of the night use your discretion and you'll be fine.
