They shouldn't, but the only straight faced argument is that they're still a developing nation. One thing to consider when assessing this data is that China has 2X our emissions with 4X the population. There's a lot that goes into that since we're a fully developed country compared to them, but the per capita emissions for the US is quite a bit higher.
