Because it is a lot easier and safer for airline employees/police to take the trouble maker off with the entire plane versus them getting physical in close quarters with innocent people. And also so 150 people with camera phones don’t film you removing an unhinged person and having your company tagged in all that nonsense.
My company’s policy is everyone gets off, police/airport staff take the trouble maker, and everyone else gets right back on. The only other delay is getting their luggage off of they had bags.
