It really depends on the city and it's foolish, imo, to think local districts exist in a vacuum.
This isn't the Shire where everyone lives and dies within 5 miles of where they were born. People can easily travel through entire states in a day, yet alone counties & cities

If the largest, most powerful city in the region, where lots of the wealth is, where all the big businesses are, all the influential people etc. votes that way, you are going to see a huge impact.
