Even if he had no clue who Scottie is (which I don't believe) all it would have taken is two seconds to ask. Instead he "attaches himself" to the his car, whatever the hell that means and then proceeds to book him with a felony. He might not have known who Scottie was but he damn sure knew he wasn't some rando trying to run him over.
