If it is a ceiling return, you have cold air from in your house getting to hot air in your attic causing condensation.

This is the answer
The next question is where and why hot air is mixing in.
I had a pretty bad leak in one of my ducts. This caused cold air to be released into my attic.
But worse than that, this caused a negative pressure inside my house because it was sucking more air out than was being returned.
This caused warm moist air to be pulled in through my outlets and light switches. They were always dirty and wet.
