Hispanics were always counted as white on the census until the 70s. Around that time, they wanted to be their own distinct racial group so "Hispanic or Latino" was created. All Hispanic means is "comes from a country that speaks Spanish" so you still have Hispanics people would consider white (Spain, Argentina)
