the runner is clearly 100% INSIDE the foul line.

I don't know why the line on the foul territory side is not marked on Alabama's field, but that 3 foot distance still exists without that line being marked.

the runner is not allowed to step with either foot outside of either of those lines.

Got the official paragraph on that one because it sure does get overlooked a helluva lot at all levels of ball I watch.
