I did not read the bill but congress authorized the money- the president - unless specifically identified with authority in the bill, does not have the power to withhold.

Not to withhold, but as the Executive branch it can delay shipment and there really is not much Congress can do to stop that delay. I'll send it later vs no, you can't have it..
