JC Penny actually changed their pricing a few years back to what those “sale” prices were. Their sales actually went down. They went back to the old pricing and then having it on “sale” and sales went back up.

Basically people are stupid.

Actually, it was because people were smart. They waited for the discount.

The corporations realized this, so being greedy, the lied and propped the prices up so that a “sale” would still bring them profits.

The people weren't stupid. The corporate conglomerates are evil.

I can always tell when I walk into a JCP because 3/4 quarters of the store was always "on sale", based on huge signs they always had everywhere.

Mother in law used to love to shop at JCP, because of the "sales"
