Plenty of time. As mentioned Heathrow express is maybe 40 minutes and will drop you close to the center of London. Leave your luggage behind of course.

take the subway line to green park. from there, you can walk to buckingham palace. walk through st james park to parliment and big bend. then walk past downing street up to trafalgar square. then catch the piccadilly line at leicester square back to heathrow.
