I dont understand this.
1. Who could require this? NIL deals are supposed to be 3rd parties.
2. What player would sign a contact where any significant portion of their NIL is based on 1/13 games?
3. how do you enforce it?

Surprised (but not really) by this confusing people.
Most NIL deals (not the collective nonsense but actual NIL deals from third parties) require some sort of activity be completed in exchange for whatever sum of funds. The company can say hey we will pay you X number of money per game played, per tweet, per Instagram post, per appearance at our business, per commercial, or however they want to determine their payout.
The NCAA would have no control over that in the current system - not that they have any control anyways.
