I've bidded on and won tens of millions of dollars in federal government contracts, it's extremely common and expected for there to be "set-asides" for women, minority, veteran, HUBZone, etc.

The work around for this, because the government, and democrats, are stupid, backward thinking sons a bitches, is to create a new company with a woman, black, Mexican etc. person as, "the owner" and give them a cut. It's done by thousands of small business contractors, and when you get so big to where your gross receipts disqualify you for small business contracts, you open another one.

The only one that was impossible to do that with was HUBZone certified contactor. If you live in a HUBZone, you're crazy to not open up a business of whatever kind and immediately start bidding on contracts and getting offered set-aside contracts unsolicited.

You have no idea how bloated and discriminatory the federal government is until you wade into the waters of federal contracting.
