The 72% number is based on voters/voting age population

72% is the official voter turnout according to the state. It's how the majority, if not all, states calculate turnout. No matter how it's calculated, Wisconsin doesn't stand out in any meaningful way other than the fact that it is a high turnout state based on the past 20+ years.
